[English below] --- ទីក្រុងឌីលី សាធារណរដ្ឋប្រជាធិតេយ្យទីម័រឡេស្តេ៖ ចាប់ពីថ្ងៃទី18-22 ខែមីនា ឆ្នាំ២០២៥ តបតាមការអញ្ជើញរបស់ ឯកឧត្តម Miguel Marques Gonçalves Manetelu រដ្ឋមន្ត្រីក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍ នៃសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេ ឯកឧត្តម កែវ សុទ្ធិ រដ្ឋលេខាធិការក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ (ក.ប.ទ.) តំណាងដ៏ខ្ពង់ខ្ពស់ឯកឧត្តម ជា វ៉ាន់ដេត រដ្ឋមន្ត្រី ក.ប.ទ. នៃព្រះរាជាណាចក្រកម្ពុជា បានអញ្ជើញដឹកនាំគណៈប្រតិភូចូលរួមសន្និបាតអន្តរជាតិស្ដីពីការទាញយកផលប្រយោជន៍ពីបរិវត្តកម្មឌីជីថល ដើម្បីពង្រឹងសេវាសាធារណៈ៖ ការជំរុញតម្លាភាព ប្រសិទ្ធភាព និងប្រសិទ្ធផល “Harnessing Digital Transformation to Strengthen Public Services: Advancing Transparency, Efficiency, and Effectiveness”។ កម្មវិធីនេះ ត្រូវបានរៀបចំឡើងក្រោមអធិបតីភាព ឯកឧត្តម Francisco Kalbuadi Lay ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីសម្របសម្រួលកិច្ចការសេដ្ឋកិច្ច និងជារដ្ឋមន្ត្រីក្រសួងទេសចរណ៍និងបរិស្ថាន នៅទីក្រុងឌីលី សាធារណរដ្ឋប្រជាធិតេយ្យទីម័រឡេស្តេ។ ឯកឧត្តម កែវ សុទ្ធិ រួមជាមួយឯកឧត្តម ជាង វុត្ថា និង ឯកឧត្តម ចាន់ទី សុធី អគ្គលេខាធិការរងនៃអគ្គលេខាធិការដ្ឋានគណៈកម្មាធិការរដ្ឋាភិបាលឌីជីថល (គ.រ.ឌ.) បានធ្វើបទបង្ហាញអំពីដំណើរបរិវត្តកម្មឌីជីថល នៅកម្ពុជា និងថ្នាលផ្ទៀងផ្ទាត់ឯកសាររបស់រាជរដ្ឋាភិបាល verify.gov.kh ជូនឯកឧត្តមរដ្ឋមន្រ្តី Miguel Marques Gonçalves Manetelu និងថ្នាក់ដឹកនាំដែលអញ្ជើញមកពីបណ្ដាក្រសួង ស្ថាប័ន និងវាគ្មិនដែលមកពីបណ្ដាប្រទេសមួយចំនួន រួមមាន អូស្ត្រាលី ឥណ្ឌូណេស៊ី វៀតណាម និងដៃគូតំបន់ជាច្រើនទៀត។ សូមរំលឹកផងដែរថា កាលពីថ្ងៃទី20 ខែមករា ឆ្នាំ2025 នៅខេត្តសៀមរាប ក.ប.ទ. និងក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍បានចុះហត្ថលេខាលើអនុស្សរណៈនៃការយោគយល់ស្តីពីកិច្ចសហប្រតិបត្តិការក្នុងវិស័យប្រៃសណីយ៍ ទូរគមនាគមន៍ បច្ចេកវិទ្យាគមនាគមន៍និងព័ត៌មាន និងបរិវត្តកម្មឌីជីថល ហើយក្រសួងទាំងពីរបាននិងកំពុងសហការក្នុងការដាក់ឱ្យប្រើថ្នាលផ្ទៀងផ្ទាត់ឯកសារ verify.gov នៅសាធារណរដ្ឋប្រជាធិតេយ្យទីម័រឡេស្តេ ដូចនេះ ឆ្លៀតក្នុងឱកាសនៃដំណើរទស្សនកិច្ចនេះ អ្នកជំនាញបច្ចេកទេសនៃ ក.ប.ទ. ក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍ និងភាគីពាក់ព័ន្ធ បានជួបពិភាក្សានិងសិក្សាលម្អិតអំពីការដាក់ឱ្យប្រើថ្នាលផ្ទៀងផ្ទាត់ឯកសារ verify.gov.tl។ បន្ទាប់ពីពិភាក្សាលម្អិតនិងធ្វើការវាយតម្លៃអំពីតម្រូវការនៃការងាររបស់សាធារណរដ្ឋប្រជាធិតេយ្យទីម័រឡេស្តេរួចមក ក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍ សម្រេចដាក់ឱ្យប្រើថ្នាល verify.gov.tl ដើម្បីផ្ទៀងផ្ទាត់ភាពត្រឹមត្រូវនៃបណ្ណបើកបរ និងវិញ្ញាបនបត្របញ្ជាក់ការចុះបញ្ជីយានជំនិះដែលចេញដោយក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍។ ជាមួយគ្នានេះ ក្រសួងដឹកជញ្ជូននិងសារគមនាគមន៍ បាននិងកំពុងសម្របសម្រួលជាមួយក្រសួង ស្ថាប័នពាក់ព័ន្ធ សិក្សាបន្ថែមអំពីការដាក់ឱ្យប្រើថ្នាល verify.gov.tl ដើម្បីផ្ទៀងផ្ទាត់ភាពត្រឹមត្រូវនៃវិញ្ញាបនបត្រមធ្យមសិក្សាទុតិយភូមិ ដែលចេញដោយក្រសួងអប់រំ និងសញ្ញាបត្រឧត្តមសិក្សា ដែលចេញដោយក្រសួងអប់រំកម្រិតឧត្តមសិក្សា និងវិទ្យាសាស្ត្រនៃសាធារណរដ្ឋប្រជាធិតេយ្យទីម័រឡេស្តេ។ ថ្នាលផ្ទៀងផ្ទាត់ឯកសាររបស់រាជរដ្ឋាភិបាល verify.gov.kh ត្រូវបានមើលឃើញថាជាហេដ្ឋារចនាសម្ព័ន្ធសាធារណៈឌីជីថលថ្មីរបស់ពិភពលោក ដែលស្ថាប័នអន្តរជាតិមួយចំនួន រួមមាន កម្មវិធីអភិវឌ្ឍន៍អង្គការសហប្រជាជាតិ (UNDP) ធនាគារពិភពលោក (World Bank) មូលនិធិ Co-Develop និងសម្ព័ន្ធភាពផលិតផលសាធារណៈឌីជីថល (Digital Public Goods Alliance) និងយុទ្ធនាការ 50-In-5 បានលើកទឹកចិត្តឱ្យប្រទេសផ្សេងៗពិចារណាប្រើប្រាស់ថ្នាលនេះ ដើម្បីលើកកម្ពស់ប្រសិទ្ធភាពនិងតម្លាភាព នៃការផ្តល់សេវាសាធារណៈដល់ធុរកិច្ច និងប្រជាពលរដ្ឋ ដែលធ្វើឱ្យថ្នាលរបស់កម្ពុជាមួយនេះ រឹតតែទទួលបានការចាប់អារម្មណ៍ពីបណ្ដាប្រទេសមួយចំនួនបន្ថែមទៀត ហើយ ក.ប.ទ. នឹងសហការជាមួយបណ្ដាប្រទេសទាំងនោះ ដើម្បីជួយដាក់ឱ្យប្រើប្រាស់ថ្នាល verify.gov ជាបន្តបន្ទាប់ផងដែរ។ សូមបញ្ជាក់ផងដែរថា ថ្នាលផ្ទៀងផ្ទាត់ឯកសារ verify.gov.kh គឺជាថ្នាលផ្លូវការរបស់រាជរដ្ឋាភិបាល ដែលអភិវឌ្ឍដោយ ក.ប.ទ. និងត្រូវបានដាក់ឱ្យប្រើប្រាស់ក្នុងគោលបំណងលុបបំបាត់ការក្លែងបន្លំឯកសារ ផ្តល់ភាពងាយស្រួលក្នុងការប្រើប្រាស់និងផ្ទៀងផ្ទាត់ភាពត្រឹមត្រូវនៃឯកសារ ផ្ដល់ទំនុកចិត្ត ចំណេញពេលវេលា និងកាត់បន្ថយចំណាយនានា ព្រមទាំងជំរុញការធ្វើបរិវត្តកម្មឌីជីថល ស្របតាមឧត្តមានុវត្តន៍ជាអន្តរជាតិ។ ការផ្ទៀងផ្ទាត់ឯកសារនៅលើថ្នាល verify.gov.kh ត្រូវបានធ្វើឡើងតាមរយៈការដាក់បញ្ចូល QR Code ស្តង់ដា ដោយប្រើប្រាស់បច្ចេកវិទ្យាប្លុកឆេន (Blockchain) ដែលមានសុវត្ថិភាពខ្ពស់នៅលើសន្លឹកឯកសារនីមួយៗ។ ទន្ទឹមនឹងនេះ ការប្រើប្រាស់ឯកសារដែលមានដាក់បញ្ចូល QR Code ស្តង់ដានេះ មិនតម្រូវឱ្យមានការធ្វើនីត្យានុកូលកម្ម នៅលើឯកសារថតចម្លងក្នុងទម្រង់ជាក្រដាសឡើយ។ ---- Joint Press Release On Bilateral Meeting between Ministry of Post and Telecommunications of the Kingdom of Cambodia and Ministry of Transport and Communications of the Democratic Republic of Timor-Leste --- Dili, Timor-Leste: on 18-22 March 2025, at the invitation of H.E. Miguel Marques Gonçalves Manetelu, Minister of Transport and Communications (MTC) of the Democratic Republic of Timor-Leste, H.E. Keo Sothie, Secretary of State of the Ministry of Post and Telecommunications (MPTC), as high Representative of H.E. Chea Vandeth, Minister of MPTC of the Kingdom of Cambodia, led a delegation to attend the International Conference on “Harnessing Digital Transformation to Strengthen Public Services: Advancing Transparency, Efficiency, and Effectiveness.” The event was presided by H.E. Francisco Kalbuadi Lay, Vice-Prime Minister and Minister Coordinator for Economic Affairs and Minister of Tourism and Environment, in Dili, Democratic Republic of Timor-Leste. H.E. Keo Sothie, along with H.E. Cheang Vutha and H.E. Chanty Sothy, Deputy Secretaries General of the General Secretariat of Digital Government Committee (DGC), presented Cambodia’s Digital Transformation Journey and Cambodia’s document verification platform, verify.gov.kh, to H.E. Miguel Marques Gonçalves Manetelu, leadership from various government entities and speakers from other countries such Australia, Indonesia, Vietnam and other regional partners.  On 20 January 2025 in Siem Reap, MPTC of Cambodia and MTC of Timor-Leste signed the Memorandum of Understanding (MoU) on the Cooperation in the Fields of Post, Telecommunications, Information and Communications Technology, and Digital Transformation, and has collaborated on the implementation of the verify.gov document verification platform in the Democratic Republic of Timor-Leste. During the official visit, technical leads from MPTC, MTC, and relevant stakeholders convened to discuss and study the details of implementing the verify.gov.tl document verification platform. Following thorough discussions and assessments of the requirements for the Democratic Republic of Timor-Leste, MTC has decided to implement the verify.gov.tl platform for verifying the authenticity of driver's licenses and vehicle registration certificates issued by MTC. MTC is coordinating with relevant ministries to further explore expanding the use of the verify.gov.tl platform to verify the authenticity of high school diplomas issued by the Ministry of Education and university certificates issued by the Ministry of Higher Education and Science of the Democratic Republic of Timor-Leste. The verify.gov.kh platform has been recognized as the new Digital Public Infrastructure (DPI) globally. International institutions that the United Nations Development Programme (UNDP), the World Bank, the Co-Develop Fund, the Digital Public Goods Alliance, and the 50-In-5 Campaign, have encouraged other countries to adopt the platform to enhance efficiency and transparency in providing public services to businesses and citizens. This recognition has made the platform increasingly appealing to other countries; MPTC is willing to collaborate with interested nations to support the implementation of the verify.gov platform in a federated manner.  The verify.gov.kh platform is the government’s official platform developed by MPTC. It is designed to eliminate falsified documents, provide user convenience, and verify document authenticity. The platform also builds trust, saves time, reduces cost, and drives digital transformation in alignment with international best practices. Document verification on the verify.gov.kh platform is carried out through the integration of standard QR codes, utilizing Blockchain technology to provide high security for each document.
